Prof Obi also acts as a Co-Overseer for the APEC project on ICT Applications for People with Special Needs (Aging and Disabilities). He has worked for the UN Development Program and was a senior researcher in the Center of Japanese Economy and Business at Columbia University. Currently, he serves inseveral positions including: Special Envoy of ITU Secretary General Toure for Academia, Chair of ITU Asia and Pacific Center of Excellence Management Committee, Chair of UNESCO UNITWIN on disaster preparedness and many more. Prof Obi holds a PhD from Waseda University and a Masters degree from the Graduate School of Keio University.

Acad. Abel Gezovich Aganbegyan.
He graduated from the general economics faculty of the Moscow State Economic Institute (1955) and postgraduate study in the same place (1958). Member of the CPSU since 1956. Worked in the State Committee of the Council of Ministers of the USSR on labor and wages): economist, senior economist, sector chief, deputy head of the department (1955-1961). In 1958-1960 he taught at the Department of Political Economy of Moscow State University.

In 1961 he became the head of the sector at the Institute of Economics and Industrial Engineering of the Siberian Branch of the Academy of Sciences (IEEPP SB AS USSR), two years later received a doctorate in economics, another year later - the corresponding member of the USSR Academy of Sciences. Head of the Laboratory of Economic and Mathematical Research IEEPP (1962-1965) and Novosibirsk State University (1965-1966), Director of the Laboratory for the Application of Statistical and Mathematical Methods in Economics (1966). In 1966, at the age of 33, he became director of the IEEP and remained in this position until 1984.

One of the founders of the economics faculty of the Novosibirsk State University, where he worked as an assistant professor (1962-1963), professor (1963-1985), head of the department of political economy (1963-1970). Member of the Presidium, Chairman of the Joint Scientific Council on Economic Sciences of the USSR Academy of Sciences (1966-1985), Chairman of the Scientific Council on Problems of BAM (1974-1987), Deputy Chairman of the Scientific Council of the Siberian Branch of the USSR Academy of Sciences on the problem of integrated development of natural resources and development of the productive forces of Siberia Program "Siberia") (1979-1981).

Since 1985, again in Moscow: Chairman of the Commission of the USSR Academy of Sciences for the study of productive forces and natural resources (1985-1989), Academician-Secretary of the Department of Economics and a member of the Presidium of the USSR Academy of Sciences (1986-1989). He was rector of the Academy of National Economy under the Council of Ministers of the USSR / Government of the Russian Federation (1989-2002), since 2002 - head of the department "Economic theory and politics" in the same place. Member of the Academic Council of the RFCA Academy.

Chairman of the bureau of the section for the propagation of economic knowledge under the rule of the All-Union Society "Knowledge". Editor-in-chief of the magazine "ECO" (1970-1988), a member of the editorial board of the journals "Science and Life", "Finance and Business", "Economics and Management" and "Economic Policy".

Dr. Sak Segkhoonthod

Prior to his current tenure, Dr Sak was director at Government Information Technology Services and a special instructor in Data Communications of Telecommunication Engineering and Information Engineering at Suranaree University of Technology. From 1997 till 2000, Dr Sak was a researcher at NECTEC, and was involved in projects such as the Information Superhighway Testbed, the ThaiSARN Project, GINet Project and the Public Key Infrastructure Project. He also represented Thailand at Non Alliance Movement's ICT Meetings, Asia Pacific Telecommunication Meetings as well as Asia Pacific Advanced Network Meetings. Dr Sak holds a Ph.D in Electronics Systems Engineering from the University of Essex, in addition to his Master degree in Computer Studies.

Mr. Chan Cheow Hoe

Mr Chan Cheow Hoe is the Government Chief Information Officer (CIO)/Assistant Chief Executive (Government Chief Information Office) of Infocomm Development Authority of Singapore (IDA) since 1 April 2014. As the Government CIO, Cheow Hoe will oversee Singapore Government’s central information technology systems and infrastructure, and drive the development and delivery of innovative public services for citizens and businesses.
Cheow Hoe has more than two decades of extensive experience in senior management positions overseeing organisation wide IT development and systems. He also has a strong track record of leading IT professionals in global companies and large corporations, to deliver efficient and effective IT systems and solutions. His expertise includes leading organisations through transformational change and connecting IT to the needs of the organisation.
Cheow Hoe is a graduate of National University of Singapore, holding a Bachelor of Accountancy (Honours) as well as a master’s degree in business administration from The Wharton School, University of Pennsylvania.

Prof. Lim Swee Cheang

Swee is an appointed Director of EZ-Link Board, a member of the Advisory Committees of Nanyang Polytechnic and Republic Polytechnic, and a member of the NSL Ltd (a listed company) Corporate Research and Development Advisory Panel.
Swee set up the e-Government Leadership Centre in partnership with Infocomm Development Authority of Singapore (IDA) as well as the National Continuing Education and Training (CET) Centre funded by the Singapore Workforce Development Agency (WDA). Over 97,000 professionals and managers were trained in NUS-ISS since 1984. Swee was a former Board member of Land Transport Authority (LTA) and had served on various national committees such as the Singapore Government Economic Review Committee and the National Infocomm Media Masterplan 2025 Working Committee.

Prior to his current position as Chair, Information Technology Research Group at Bandung Institute of Technology, Prof Suhono was the Chairman of the Institute for Innovation and Entrepreneurships Development in 2010. Between 2007 and 2009, he was appointed as Special Advisor to the Minister of Communication and Information Technology, Republic of Indonesia. Prof Suhono was assigned as a Chairman of Business Incubator Center at ITB from 2003 to 2009. During 2002-2006, he was coordinator program on Graduate School of Information Technology in ITB. In 2000, he was assisting some Government activities and industries, especially on Regulations and IT Governance. He was secretary of Electrical Engineering Department Bandung Institute of Technology from 1998-2002.

Tomi Dahlberg is the professor of Information Systems Science at University of Turku and one of the seven professor level members of Turku Information System Research Alliance (TISRA). He is responsible for the CIO curriculum at University of Turku and co-chairs the CIO Academic Learning Society Doctoral Program. He is the chairman of the selection committee for CIO of the Year in Finland and chairs the standardisation activities of IT Governance within the country. Dr. Dahlberg’s research interests include CIO profession, Inter-organisational IT governance especially in healthcare and public sector, IT outsourcing and cloud services as well as master and meta data management. Prior his return to academic career he worked in executive positions within software industry, derivatives markets, banking and telecom is currently a board professional.

He is Vice-President of IAC. He is the Director of the Jesse M. Robredo Institute of Governance (formerly known as the La Salle Institute of Governance) of De La Salle University. He has conducted teaching and research in several universities, including Florida State University, University of Reading, Waseda University, Hiroshima University, University of Hawaii, and University of the Philippines. He sits in several governance boards, including the Steering Committee of the Philippine Open Government Partnership, the Multi-Sector Governance Advisory Council of the Governance Commission for Government-Owned and Controlled Corporations, the Board of Directors of the Local Governance Training Institutes-Philippine Network, the Board of Trustees of the Albert del Rosario Institute for Strategic and International Studies, and the Board of Trustees of the Jesse M. Robredo Good Governance Center in Naga City. He was the recipient of an Outstanding Young Scientist Award from the National Academy of Science and Technology of the Philippines in 2000. J.P. Auffret is associate director of the Center for Assurance Research and Engineering in the Volgenau School of Engineering and director, research partnerships and grant initiatives in the School of Business at George Mason University. He was previously director of the executive degree programs in the George Mason School of Business including the MS in Technology Management, the MS in Management of Secure Information Systems, which is jointly offered by Mason's School of Management, Volgenau School of Engineering and School of Public Policy; and the Executive MBA.
He is also co-founder and vice president of the International Academy of CIO and has served on several recent Commonwealth of Virginia commissions including the Commonwealth of Virginia Health Information Technology Advisory Commission (HITAC) and the Electronic Medical Records Advisory Committee of the Virginia General Assembly’s Joint Commission on Technology and Science (JCOTS).

His previously notable career records include Senior Expert (e-Government), Director of the project, Government Information Technology Infrastructure (GITI) under National Electronics and Computer Technology Center (NECTEC), National Science and Technology Development Agency (NSTDA), Ministry of Science and Technology (MOST) and Director of Bureau of e-Government Development, Ministry of ICT (MICT), Thailand. In an international arena, Jirapon is Secretary General of International Academy of CIO (IAC) and he was ex-Project Overseers of several APECTEL Projects in the area of CIO and e-Government Development and IPAIT 2004 Committee Member on Substances.

Mr. Askar Kussainov
Kazakhstan

Dr. Kussainov has more than two decades of IT management experience. He was first Chairman of the Board of the Society of Kazakhstan IT Managers, now he is a member of the Board, Head of the Research and Education Committee. He also sits on the board of National Information Technologies, Kazakhstan e-government project operator. Prior that, he was an advisor to the Governor of National Bank on financial technologies. He also served as CIO of the country‘s biggest telecom operator, and as a member of the management board at Halyk Bank, the leading retail bank in Kazakhstan, where he was responsible for IT operations and the bank‘s payment cards business. Askar’s experience also includes heading strategic projects and IT operations at Kazpost, the national post services provider. He is a former member of the Business Advisers International Board of Visa International for CEMEA region. With a Ph.D. in Physics, followed by assistant professor position at the Kazakh State University at the beginning of his career, he taught courses on General and Theoretical Physics. With strong scientific background, he is a recognized IT professional. Fulbright scholarship at the Business School of the University of Washington and Advanced Management Program at Harvard Business School made him a strong C-level executive. He has been featured as an invited speaker and served on program committees for high-profile conferences on IT governance, strategy, project management, IT architecture, and innovation issues. Askar is a former Chairman of the Board of Trustees of the National Internet Award “Award.kz.”

Ph.D. in Computer Sciences, Dr. Akmaral A. Kuatbayeva has near 10 years of combined business, research and teaching experience (6 years). She had worked on government based information systems (customs, language, courts IS, etc.) and with international companies like GE  Kazakhstan (Healthcare, Transportation, OG, Energy,Corporate, etc.businesses), Alcatel-Lucent Kazakhstan, Computacenter UK, Hemmersbach GmbH&Co, Astra-Zenneca, Novartis, GIS systems developers in RK, etc.
Her Ph.D. research was supervised by  Dr. of sciences, prof. Ryjov. A.P. and related to  fuzzy logic applicability in healthcare situational room modeling.
She has published over 30 scientific publications  including 1 monography (under Dr. of sciences, prof. Ryjov A.P. supervision) related to healthcare situational room modeling.
